George Mardikes

George has been practicing in the area of public finance for close to 40 years. George previously practiced at Davis Wright Tremaine LLP from 1988 until 2022.

George Mardikes focuses exclusively on governmental finance, including state and local government lease-purchase financing, both taxable and tax-exempt; tax-exempt conduit financing for 501(c)(3) entities; general and limited tax obligation bonds; special assessment bonds; tax increment financing bonds; tax leases to state and local governments; 501(c) entity and 63-20 financings; advance refundings; tax and revenue anticipation notes; small-issue industrial development bonds; exempt facility bonds; and other specialized tax obligations, such as qualified zone academy bonds He has structured financings that included assets such as construction of real property, equipment, software, prepaid maintenance, aircraft, including helicopters, fiber optic projects, and energy services improvement financings.

Early in his career George served as bond counsel in transactions in Kansas, Missouri, Oregon, California, Washington and Alaska. His practice has for the last 15 years has focused solely on representing lenders and lessors.

George has worked with a variety of issuers in many states. These include states, Indian tribes, cities, counties, school districts, community colleges, airport and transit authorities, public building authorities, housing authorities, irrigation districts, diking districts, water and sanitary districts, public utility districts, port authorities, state railroads, and development agencies.

George received the Lifetime Achievement Award from the Association for Governmental Leasing & Finance in 2011. George is the author of, and served as project coordinator for, the AGL&F Fifty-State Survey, which is a survey of the powers of counties, cities, school districts, fire districts, hospital districts, states and state higher education entities to lease/purchase property.

George served as Editor-in-Chief of the American Bar Association quarterly publication The Urban Lawyer while in law school.

George received his B.A. in Political Science from University of Chicago in 1979, and his J.D. in 1984 from the University of Missouri - Kansas City School of Law, with distinction. He is admitted to practice in Oregon and Missouri.

Anne Barragar

Anne Barragar focuses her practice in the area of public finance.  She represents banks, bank affiliates, and other financial institutions in a wide range of governmental finance transactions, both taxable and tax-exempt, including general obligation bonds, revenue bonds, lease/purchase obligations, bond anticipation notes, qualified 501(c)(3) conduit bonds and small issue manufacturing bonds. She also handles sales and purchases of portfolios of governmental obligations by financial institutions.

Anne previously practiced at Davis Wright Tremaine LLP from 1987 until 2022, where, in addition to her financial institution practice, she also represented borrowers in connection with tax-exempt 501(c)(3) conduit bond issues, both public offerings and private sales, handling disclosure, real and personal property security, and intercreditor arrangements. Anne also represented borrowers and lenders in commercial and private loan transactions, both syndicated and single lender.

Anne received her B.A. in Government from Pomona College in 1982, and her J.D. from the University of Washington School of Law in 1987. She is admitted to practice in Oregon.
